However, while the country as a whole is on track to broadly achieve the second Millennium Development Goal (MDG) of achieving universal primary education, the situation varies from district to district. In 2008 the national primary school net enrolment rate (NER) was 96 per cent, with equal access overall for boys and girls. The country has also made good progress in recent years on the Education for All (EFA) target to provide nine years of education for all girls and boys.
